Priest River officials have announced the city is acquiring the former Joslyn mill property, located at confluence of the Priest and Pend Oreille rivers,.
The 47.71-acre property is contaminated from past creosote wood treatment activities performed between 1920 and 1958.
Priest River officials said the city first tried to negotiate for the property around 2008 and submitted various plans to the previous owners of the property in an attempt to secure the property. However, nothing moved forward. However, in 2019, the city was approached about obtaining the property.
“After discussions between Mayor Martin, Steve Gill from IDEQ, Bonner County Commissioner Jeff Connolly and representatives for the owner, a tentative agreement was made for Joslyn Manufacturing, Inc, to enter into DEQ’s Voluntary Cleanup Program to assess and mitigate any contamination on the property prior to the transfer of the property to the city,” Priest River officials said in a press release.
This process is coming to a close, with the DEQ seeking public comment on the proposed cleanup. Once the public comment period is complete, the company will begin the cleanup phase of the program. After the cleanup is complete and IDEQ has signed off, Joslyn Manufacturing, Inc. will donate the property to the city, Priest River officials said.
“The city currently does not have any concrete plans for the property but will be putting together a steering committee to create a master plan for the property,” the officials said. “This is an amazing opportunity for the city and its residents to create a great waterfront playground for everyone. “
Comments are being sought on the draft voluntary remediation work plan to address soil contamination at the site. The draft work plan describes the implementation of the proposed cleanup methods, including addressing soil contaminated with volatile and semi-volatile organic compounds. Cleanup will involve targeted excavation and proper disposal of contaminated soil and implementation of institutional controls as part of an environmental covenant. Upon completion, the site is expected to be utilized as open space for community access, DEQ officials said in a press release.
The draft work plan may be viewed on DEQ’s website, at DEQ’s Coeur d’Alene regional office, 2110 Ironwood Parkway; Priest River City Hall, 209 High St.; and the West Bonner Library District’s Priest River branch, 118 Main St.
